Citizenship (Amendment) Rules 2026: What OCI Cardholders Planning India Tours Need to Know

What the 2026 amendment actually does

The Citizenship (Amendment) Rules, 2026 are a procedural amendment under the parent Citizenship Act, 1955. They don't rewrite who is or isn't a citizen. What they do is tidy up the application procedures — specifically around:

• Citizenship applications under various sections (registration, naturalisation, etc.)
• Provisions related to OCI cardholders — re-issue, re-registration, and certain documentation flows
• Forms and online filing routes through the MHA's citizenship portal

I'm deliberately not quoting specific clause numbers here because the gazette text is what governs — and not every news summary has caught the full notification correctly. Always cross-check against the gazette before you act on anything financial or legal.

The honest TL;DR for OCI travellers in 2026

If you are an OCI cardholder coming to India for tourism, family, or a pilgrimage tour:

1. Your existing OCI card is still valid. The amendment is about application procedure, not cancellation of existing cards.
2. Entry rules to India have not changed because of this amendment. You still travel on your foreign passport + valid OCI card (or the older U-visa sticker, if you're on the legacy lifelong-visa stamp).
3. If you were planning to apply for OCI, re-issue OCI, or convert PIO → OCI, the forms and process may have shifted. Check the ociservices.gov.in portal before you start a new application.
4. Re-issue on new passport rule still applies — you must get your OCI re-issued when you get a new passport, up to age 20 and after age 50. The 2026 rules don't relax this; if anything they formalise the digital workflow.

Where I'm seeing real-world confusion with my clients

Three recurring issues from the families I'm currently planning tours for:

1. "My passport renewed last year and I never updated my OCI"

This is the single biggest paperwork problem I see at Ahmedabad airport. Immigration officers are allowed some discretion, but I have personally had clients held up for 45+ minutes because the passport number on the OCI didn't match the passport they handed over. Fix this before you fly. The 2026 rules don't make this easier — they make it more clearly required. Use the official portal, not an agent's WhatsApp number.

2. "Can I do religious activity / yoga teaching / volunteer at the ashram on OCI?"

OCI is not a blanket work permission. Activities like Tablighi work, journalism, mountaineering in protected areas, research, and missionary work require a separate special permit — this was already the case under the parent Act and continues. If your India tour includes giving paid yoga workshops, leading a kirtan tour for paying foreign students, or filming a documentary, please tell me at planning stage so we can flag it. The 2026 amendment doesn't loosen these restrictions.

3. "We want to buy property / put money into the family farm during this trip"

OCIs are treated as NRIs for most financial purposes but cannot buy agricultural land, plantation property, or farmhouses. This is unchanged. If your Gujarat trip includes a side visit to a family village to "sort out the land," please get a local CA or lawyer involved — don't sign anything based on a cousin's advice. Again, the 2026 rules don't change this.

What practically changes for your India tour paperwork

My practical advice if you're touring India in the next 6 months

• Take a fresh look at your OCI card today. Check the passport number printed on it against the passport you'll travel on.
• Carry a printed copy of your OCI card plus a scan in your email — Indian airline check-in desks abroad still ask for it.
• If you have a wedding, shraddh, or pilgrimage timeline (Char Dham, Dwarka–Somnath, Shirdi, Tirupati), don't leave OCI re-issue to the last 30 days. The portal can take time and the 2026 procedural changes may add a settling-in period.
• If you're touring restricted zones — Tawang, Spiti border, Andaman beyond Havelock — apply for the PAP early. OCI doesn't auto-grant access.
• Don't trust forwarded WhatsApp messages about "OCI cancelled" or "new OCI charges." Verify on mha.gov.in or ociservices.gov.in.

Caveat from me, honestly

The notification is fresh. Some of the operational SOPs — what exactly the FRRO desk officer at Ahmedabad or Delhi will ask for in March 2026 vs September 2026 — will only settle over the next few months.
